The circuit is a time-honoured concept in economics. It can be traced back to the Physiocrats of eighteenth-century France, who viewed production as a circular process initiated by advances, that is, capital expenditures which are recouped when goods are produced and then sold. Ever since then, however, this conception, without being explicitly discarded, has been left on the sidelines. For instance, Schumpeter, Keynes, Kalecki and J. On the Determinants of the Going Public Decision in Spain

Though the going public decision has been addressed by several theories, empirical research is particularly scarce to European countries. This is the first research in the Spanish market that investigates ex ante and ex post characteristics of IPO firms, using a large database of private held firms that potentially may go public. Some of our results are consistent with previous studies. Our evidence suggests that firms that go public are young firms with large capital expenditures previously to the IPO. PUBLIC EXPENDITURES FOR DEVELOPMENT - THEIR ROLE IN OVERCOMING THE ECONOMIC CRISIS AND ALIGNMENT OF ROMANIA TO EUROPEAN UNION REQUIREMENTS

This paper analyses the role of public capital expenditure in Romania. There were identified two important roles of public expenditures for development in Romania, currently: levers for overcoming the economic crisis, and a means to align Romania to European Union requirements stipulated in the revised Lisbon Strategy. The analysis concluded that these expenses, although with a relative value twice the EU average, experienced a strong downward trend with the economic crisis, so as they have not contributed to economic recovery. The problem of regional imbalances is a central issue in the cohesion policy debate in Europe. This paper verifies whether the territorial dynamics of in-vestment (and especially of public investment) in Italy has satisfied the principle of territorial rebalancing between the Central-Northern areas and the “Mezzogiorno” regions. The empirical evidence produced by the analy-sis of the flows of capital expenditure of investments, using the data of the territorial public accounts system, shows that the territorial gaps in recent years have widened, penalizing the regions of the South.
